Youth Services
What will the PROGRESS program do for the offender?
- Provide an opportunity for redemption in the community.
- Expose juveniles to positive role models.
- Provide opportunities for offenders to interact with community leaders and volunteers.
- Provide juvenile with opportunities to participate in pro-social activities.
- Strengthen a juvenile’s ability to resist delinquent behavior.
- Provide juveniles an opportunity to learn the skills needed for success.
Referral Process
- The PROGRESS program is for youth on consent decree supervision or those adjudicated delinquent and undergoing active probation or aftercare supervision.
- All youth will be court ordered to participate in the program as a condition of probation/aftercare supervision
- After your court hearing YSA staff will provide you with all program and contact information.
- A YSA caseworker will arrange an intake meeting in your home to discuss program expectations, obligations, and develop your course schedule.
Program Outline
The following is the complete list of the classes offered in each of the (3) three phases of the PROGRESS program.
Phase 1: Cognitive Intervention
- Victim Empathy – three sessions
- Anger Management – two sessions
- Decision Making – two sessions
Phase 2: Life Skills (must choose three courses)
- Mapping your future – two sessions
- Financial Fitness – one session
- Drug and Alcohol Awareness – one session
- Adventure based activities – one session
- Diversity awareness – one session
- Teen Driver Safety Education – two sessions
- Health and Disease Prevention – one session
- Nutrition awareness – one session
Phase 3: Active Citizenship
- Civic Education – one session
- Service Learning Projects – 30 hours
Graduation
- Each juvenile must successfully complete all of the classes and satisfy the thirty (30) hours of Service Learning Projects. Youth will be graded at the end of each course using the following scale:
Grading
100% - Excellent
80% - Good
60% - Acceptable
40% - Needs Improvement
20% - Unacceptable
Positive Rewards
For each of the successful intermediate outcomes achieved by each participating juvenile, “Reward Activities” are designated after completion of Phase 1 and Graduation. Reward activities are group activities that involve field trips or gatherings that are non-classroom based. Besides celebrating each individual juvenile’s achievement, participants will be afforded an opportunity that will expose them to an activity, event, or location that will have educational or cultural significance. Examples include field trips to the following:

Designated recreational activities (bowling, laser tag, etc.)
Graduation Rewards
Tall Ship Lioness trip
National Constitution Center
African American Museum
Philadelphia Art Museum
Philadelphia Phantoms minor league hockey
Trenton Thunder minor league baseball
Franklin Institute
The Academy of Natural Sciences
