Why the PROGRESS program is different . . .
Many programs in juvenile justice operate on the assumption that delinquent behavior is caused by mental or emotional ilness. PROGRESS works on the assumption that poor values and poor role models, as well as lack of attachment to community, are the causative factors that place youth at risk of engaging in delinquent behavior.
Thus, PROGRESS will work because the programming is based upon the participation of youth in structured activities, alongside positive role models, as a means to innoculate youth who have these risk factors, in effect preventing them from engaging in delinquent behavior. By learning new skills and practicing them in a structured environment within the community, while receiving guidance and mentoring from YSA case workers and other positive role models in the community, success becomes the therapeutic intervention youth need.
